Need more information. Did runner purposely time passing in front of the fielder to block their view of the ball? Did runner stop in front of fielder to block their view? Did runner give the fielder room to field the ball?

Very much a judgement call, intent doesn't matter, runner has to avoid fielders opportunity to field ball

RKB is correct, The information he asked is important to the call. That information is what makes an educated judgement call.
