CANADIAN  NATIONAL  OLDTIMERS’  BASEBALL  FEDERATION
ANNUAL  GENERAL  MEETING  MINUTES:   August 3, 2017

PRE-OFFICIAL START: Phil Beaudoin introduced his granddaughter, Kayla, who was introduced to Phil nine
years ago at the start of the AGM in Hamilton via a banner at the back of the meeting room  announcing her
birth. Kayla received a round of applause.

1.  WELCOME & OPENING REMARKS: - President, Rich Knight, welcomed the Team Reps to the 25th
anniversary tournament, asking the players to play fair and wishing them a rewarding experience Coaches
were reminded to hand in the team's completed Rosters / waiver/insurance form to Greg McEachern
(at the meeting).                                                                                            
 
2.  VOTING  PROCESS: No voting would be done at the meeting on Rules/Constitution,
although motions would be accepted.  "A ballot will be sent out in the fall for any items requiring a vote."
 
3.  ANNUAL REPORTS: FINANCIAL REPORT 2016-2017:  presented by Treasurer, Phil Beaudoin.
The balance was $ 1,121.79 due to the delayed payment of the team fees                                                                                                      
PROPOSED BUDGET FOR 2016-2017: presented with a deficit of $325.00     
 
No questions or concerns expressed.

4.  TOURNAMENTS:  -
2018 tournament to be held in Charlottetown, PEI from August 3-6.

Bids for 2019 in the Western Region are due by November 30, 2017.

5.  OLD BUSINESS:  Rule Clarification:  When a catcher reaches base, he may choose to run for himself
or have the last out (excluding “designated batters” ) run for him.
The catcher must be replaced after two outs. Tournament Committee to examine.
 
Gary Duke talked about promoting oldtimers baseball and the CNOBF, especially in Quebec. 
He proposed four meetings a year by a committee to share ideas, also to get ideas for the 35+, and try
to find corporate sponsors.

6.  NEW BUSINESS: Examination of CNOBF Entry Fee (now $650):  $400 to host for expenses.
Rich said the extra $100 came into effect to compensate the increase costs of insurance, baseballs,CNOBF
expenses, and champions' prizes (an extra division).  He then corrected himsellf saying that it was to cover
increased baseball expenses and champions' prizes.  Rich stated that insurance had no part in the fees.
In 2016 Rich mentioned that the CNOBF bank account was dwindling and the CNOBF must protect
hosting cities that may run into unforeseen costs.                                            

Teams are finding it difficult to insure players who join their team from out of province  to ensure that they
have enough players. 

The executive will discuss ways around this problem

Phil Beaudoin stepped down from the Commissioner's position.  He will retain his position of treasurer
and co-ordinate the Hall of Fame

Rich Knight is stepping down as president and taking on the position of commissioner.
Replacements need to be found. Interested members are asked to submit their name for the position of
president ASAP.  Rich hopes to have a new president in place by the end of 2017.

Rich promised to review the Rules and Constitution for clarification.
NEW RULE SUGGESTIONS:
Motions for voting
                                                          (1)
All Age Divisions: any pitcher may pitch up to 4 consecutive innings /  12 consecutive outs. 
(Currently - one pitcher may pitch  3 consecutive innings or 9 consecutive outs)  
                                                          (2)
Team rosters may be up to 25 players. (currently: 21 players
                                                          (3)
For final games, a coin flip will determine the home team.                                                
 (currently: team with the best record is the home team)

7.   HALL OF FAME:  The late Paul Carruthers was inducted into the Hall of Fame.  Two additional inductions
to be held during the weekend.
(Paul Gould and Bill Zimmer plus Rich Knight were inducted during the banquet dinner.)

8.  COACHES' MEETING:  Phil Beaudoin introduced Bill Tunney, assignor of
Umpires, who advised players that abuse of umpires will not be tolerated, nor will aggressive body contact
between players.

Phil said water would be available at the score keepers table for the asking.                                              
Teams were asked to tidy their dugout at the end of each game.

9.  CLOSING REMARKS: Rich Knight wished the teams good luck.
