SECTION 1: ORGANIZATION:

The Jackson Hockey Recreation Development Club, Inc is a non-profit organization comprised of local leagues who have

agreed to play roller hockey games under the rules within this booklet and USARS Hockey Rules.

SECTION 2: GOALS OF THE ORGANIZATION

1. Promote the sport of roller hockey as a “non-checking” light contact, skills oriented game.

2. Ensure that the stigma of ice hockey as a fighting game does not carry into the sport of roller hockey.

3. Do not tolerate players: who fight, who show poor sportsmanship, who antagonize other players, who show

disrespect for coaches, referees or administrators.

4. Do not tolerate coaches: who argue, disrespect players, referees or administrators; or who show disregard for our

rules

5. Promote good sportsmanship and deal with infractions appropriately.

6. Annually review all local leagues for membership approval only if assured that they will abide by the contents of this

booklet.

7. Insure that all specific interpretations of this document are done so with “player safety” as the primary consideration.

Rules & Regulations

Rule 3.00 THE RINK

3.01 The “preferred” rink dimensions are 180 ft by 80 ft The

“maximum” rink dimensions are 200 ft by 85 ft The

“minimum” rink dimensions are 150 ft by 65 ft

3.02 Perimeter Boards are mandatory and may consist of:

A. Standard rink boards of approximately 4 feet in height

B. Fencing is used instead of perimeter boards, it must be of at least 6 ft in height and have a

minimum 10 inch perimeter baseboard.

C. The corners must be rounded or angled.

3.03 Center line must be clearly marked and positioned so that the entire rink is divided into two equal parts

3.04 Goal line(s), shall be full width of the rink, must be a minimum of 8 feet from the rink end. The rear of the Goal must

have a minimum clearance of 6 ft behind it (10-15 feet is ideal) Goal lines must be 2 inches in width (this is where

the goal lies)

3.05 Blue lines must be clearly marked and positioned so that the entire rink is divided into three equal parts. A

minimum distance between the goal line and the blue line must be adhered to as:

A. 42 ft min for all approved rinks of less than 150 ft

B. 60 ft max for all approved rinks of more than 150 ft.

3.06 Goal Crease must be clearly marked. It must extend 36 inched beyond both sides of the goal posts and extend 72

inches in front of the goal line. This translates into a 6 foot radius semi-circle in front of the goal

3.07 The Goal must be 6 feet wide 4 feet high and 2 feet deep. Some means of keeping the goal stationary is

necessary.

3.08 Team benches are required

3.09 Two team bench gates are required

3.10 Penalty box is required for each team bench.

3.11 The playing surface must be reasonably smooth, obstruction free and must be level.

3.12 Face off circles are required. Two should be positioned in each defensive zone and one at center rink. A minimum 3

ft high by 8ft long tarp or screening material must be located on the fencing behind each goal net during all games

Rule 4.00 THE TEAM

4.01 A team will be placed in a division based on the following.

4.02 If a local league enters only one team in a particular level, that team must be placed in the American division.

4.03 If a local league enters two or more teams in a particular level, one team must be placed in the American division & the

remaining teams may choose either the American or National division.

4.04 The frozen team roster must display all components of the team as follows:

*Level (Adult )

*Division (Open Adult & Over 35+)

*Local league name

*Team name

*Full player name, home address, home phone number

*Jersey number (permanently assigned for the entire season)

*Birth date and players age as of January 1

*Head coach and assistant coach (with phone numbers)

4.05 Rosters are frozen at the time they are sealed. All rosters must be submitted at the roster meeting. Movements of

players, changes or additions to rosters are not permitted after the rosters are sealed. Any deviations are illegal and

will result in a forfeit of games played and possibly league membership. In addition, the head coach will be

suspended for the remainder of the game and the next game. He may not return to coaching until a special board

review whereby further action may be taken.

A. Local leagues may re-submit their roster for approval in order to make jersey number changes;

however, no other changes can be made to the frozen roster.

B. Blood Rule- Any player with an open cut, or bleeding, or has blood on their uniform or equipment, will

cause the game to be stopped. In addition to caring for the injury, the player will be allowed to

return to the game only when: the bleeding has stopped, the wound is completely bandaged, and the

player has 5 of 13 their equipment and their uniform free of all visible blood.

*Blood Jersey must be listed on the roster accordingly and may used for blood sustained players.

4.06 A team may carry a maximum of 20 players and a minimum of 10 players.

4.07 A team must designate one “head” coach who must be accurately reflected on the team roster.

4.08 A team must designate a minimum of one “assistant coach” and may designate as many as three. However, only a

maximum of 3 coaches may be present in the players’ bench area during the game. All coaches’ names must be

accurately reflected on the frozen team roster.

4.09 All players must wear all protective gear as described within the EQUIPMENT section of this booklet, when they are

on the rink. Penalties will apply for any misuse, See Section 8.00.

Rule 5.00 THE PLAYER

5.01 An player may only be on one roster. Proper age classifications are as follows:

Midget- At least 9 years as of September 1 of the current season and no more than 11 years of age as of

September 1 of the current season.

Junior- At least 12 years of age as of September 1 of the current season and no more than 14 Years of

age as of September 1 of the current season.

Senior- At least 15 years of age as of September 1 of the current season and no more than 17 Years of

age as of September 1 of the current season.

Adult – 18 years of age as of September 1 of the current season

Female players are allowed to play down one additional grade or year to determine their appropriate level.

5.02 A player may play up one level only, provided that the player is in the last year of eligibility in the level immediately

lower. Once a player moves up, downward movement (or any movement) is not permitted after the rosters are

frozen.

5.03 A player must be enrolled in Elementary, Middle or High school in order to be eligible to participate. High

School graduates are for adult league only.

5.04 Players may be drawn from an area restricted by their “approved” local league application. For example a local

league called, “hometown, USA”:

A. can draw from all residents of Hometown

B. cannot draw from residents of other local leagues.

C. can draw from legal residents of other towns with permitted exceptions as follows:

Note #1 A team maximum of 20% (of the entire team roster) may be sought for player exceptions. All

exceptions must be clearly itemized on each team application. All exceptions will be voted on

by league membership.

Note #2 20% player exception is not to be used to gain an advantage over opponents. The intent is to provide a place to

play for players without a local hometown league.

Rule 6.00 THE COACH

6.01 A coach must be a certified coach that has taken any of the various coaching certification courses.

6.02 The conduct of a coach must be beyond reproach. The example of good sportsmanship and respect towards all

coaches, players and officials must be clearly demonstrated. All coaches must sign the coaches CODE OF

ETHICS to be allowed in the players’ bench and to actively coach any team(s). Any coach not adhering to the

CODE OF ETHICS, is subject to expulsion from the game. Further disciplinary action can be taken pending board

review. In addition, any coach suspended from coaching in any division, is suspended from all league activities for

the duration of the suspension. (See Goals of the Organization)

6.03 Coaches should not over coach their team during games. This is intended to mean that your players should be the focus

of attention for your spectators. Parents want to see their children play roller hockey, especially at the midget level.

Coaches should refrain from an overzealous style of coaching.

6.04 In order to avoid re-scheduling games due to player or coach availability, the use of a substitute coach is

permissible, as long as he/she is a certified coach.

Rule 7.00 THE REFEREE

7.01 All referees must be certified via a referee clinic.

7.02 Referees will arrive 15 minutes prior to scheduled game start time to perform:

A. Rink Inspection B. Introductions

C. Equipment Checks

7.03 Referee Payment: Should be made by the designated home team, immediately after the game

7.04 Referees should wear the following: Skates, Helmet, Officials shirt, Black pants, and protective gear.

7.05 All referees report directly to the Supervisor of Officials, who is appointed by the Supervisor. The Supervisor of

Officials reports directly to the President.

7.06 The Referee is responsible for the following:

A. Insure all Score sheets are: ready at game time, used during the game, verified and signed by all game

officials at conclusion of the game.

B. Insure all penalties, goals, and assists are recorded on the score-sheet.

C. Insure all correct reports are filed for GAME MISCONDUCTS and any INCIDENTS. These reports

will be filed with Supervisor within 24 hrs(white copy)

D. Maintain control of the game immediately. The game includes all players, coaches, referees,

administrators and crowd (fans). If the fans become a problem it is the Referees responsibility to

locate home rink management to diffuse the situation. The game will not continue until the situation is

resolved.

E. Referees should report all incidents to the Supervisor of Officials within 24 hours.

F. Equipment checks-prior to all games.

G. Official book checks –only as deemed necessary by any coach in regular season. If coach challenges a

team book, and the book is not present, then that coach must play the game under protest. The league

must be notified and will rule on matter.

H. All Referees should signal twice. Once at the site of the penalty site and once at the scorers table

7.07 Official Game Staffing:

Midget Games- 2 Officials, both act as Referee and Linesman

(these games may be played with 1 official if approved by USARS Board)

Junior, Senior, Adult Games- 2 Officials, Both act as Referees and Linesman

(these games cannot be played without 2 officials)

Rule 8.00 EQUIPMENT

8.01 All equipment must be in good condition, properly used and properly worn with no exposed parts. This will be

enforced before and during all games. No player will be permitted to participate with exposed equipment.

Equipment must be worn in good condition, properly used and properly worn.

Misuse of any equipment will result in the following penalties:

A. First Offense -Minor Penalty

B. Second Offense -Ten Minute Misconduct

C. Third Offense -Game Misconduct

**Misuse of any equipment and will not be tolerated.**

8.02 Players must wear a team jersey that:

A. Is identical in style to all players on the team

B. Has a number that is clearly visible on the back. Taped or hand written numbers are not permitted.

C. Has a number that matches the number on the team roster

8.02A Visiting teams must wear pinnies or other colors, if the teams’ colors are similar. The home team must provide

the pinnies to the visiting team.

8.03 Teams may opt to have home and away jerseys. If they do so, the numbers on both sets of jerseys must be the same

and match the roster numbers.

8.04 Every team in a town must wear the same approved chartered colors.(unless specified by the USARS

differently)

8.05 Colored Mouthpieces must be in good condition and worn by ALL players and MUST be attached to the player’s

helmet. All must be attached as factory made with no alterations.

A. Orthodontist mouthpieces are excluded, provided a letter from the physician is on file with the sealed

roster.

B. Clear mouthpieces are NOT permitted.

8.06 Padded hockey gloves.

8.07 Full shin and knee protection

8.08 Elbow protection

8.09 Protective cup

8.10 Shoulder pads (hockey type)

8.11 Hockey sticks, plastic or wooden (properly butt ended; which cannot fit through a face mask)

8.12 Girdle made for hockey underneath their shorts or pants.

8.13 Hockey Ball - Orange (hot), Pink-(warm) or Yellow (cold). However, the pink ball will be considered the official game

ball unless BOTH coaches agree on the use of a different ball. If both coaches cannot agree on a particular ball then

the pink ball will be used. Use of a puck is not permitted.

8.14 All players must wear inline skates at all levels.

A. Skates must be in good condition with ALL wheels in proper place.

8.15 Goalies are required to wear goalie equipment which includes:

A. Ice hockey HECC approved helmet

B. Throat protector

C. Chest protector with arm guards

D. Catcher and blocker glove

E. Elbow protection

F. Goalie leg pads

G. Hockey pants

Rule 9.00 GAME RULES

9.01 All items contained within this official “USARS Rules and Administrators Guide” supersede any rule, regulation,

requirement, or standard found anywhere else. However, for any rule not specifically covered in this guide, the

“USA ROLLER INLINE HOCKEY” rule book and penalties apply. This guide book is not intended to describe

and explain the rules of USA ROLLER HOCKEY. Therefore, the intent is to keep this booklet small and easy to

read. The only specifics that will be contained in this section are game basics and details that differentiate forms of

Ice and Roller hockey.

9.02 Five on five plus goaltender will be played at full strength

9.03 No checking. Light contact is permitted, provided that the player is playing the ball and not the player. In addition,

an inadvertent collision should be deemed as a collision, not a check. This call is based solely on the judgment

of the referee.

9.04 Blue lines and Red line will be adhered to. Offsides will be called using the blue line.

9.05 Two line pass- does not exist

9.06 Icing is not permitted. An icing call is made when an attacking player passes shoots or clears the ball from behind his

defensive blue line and it travels untouched, is not playable and crosses the opponents’ goal line. The obvious two

exceptions are when the ball passes through the crease or when a goal is scored. Another exception is when the

goaltender leaves the crease completely whether or not he/she attempts to play the ball.

9.07 The touch up rule is not in effect. A player may enter the game, exit the penalty box and begin to play

immediately upon entering the rink. However, off sides will be called if necessary.

A. Player substitutions can be made on the fly.

(TIME OF GAME)

9.08 Time of game: the game will consist of three 15 minute periods with stop time on all whistles.

9.08a A running clock will be implemented when the score differential is seven (7) goals

9.08b Failure to adhere to rule 9.08a will result in the home team forfeiting the game.

9.09 Rest time: There will be a mandatory two (2) minute rest time in between all periods.

9.10 Each team is permitted one (one minute) time out per period. They cannot be carried over.

9.11 Overtime - Regular Season - 5 minutes stop time sudden death period. Each team receives one point in standings for

the regulation tie. Teams play 4 vs. 4 plus goaltender, One (1) time out per team

9.12 Official Game - Two full periods must be completed.

9.13 Suspended Game - Did not meet criteria for an official game. Scorekeeper should document all necessary game

information so that the game can be continued at another time. Referees must sign this scoresheet to make it an official

suspended game.

(RINK & GAME CONDITIONS)

9.14 Prior to the game starting, the rink shall be deemed playable only upon inspection of the hometown league

officials. Once the game has started, only the game officials (referees) can suspend the game.

9.15 Spectators are not permitted on the team bench, penalty box, or rink during pre-game warm up, during the game

between periods. A spectator is anyone who is not a rostered player, rostered coach, referee, administrator or

scorekeeper.

9.16 Pre Game Rink Inspection-

A. Rink inspection by all officials

B. Goal inspection by all officials

9.17 Player Inspection - Check all present rostered players for mandatory equipment, if mandatory equipment is not

worn, then the player cannot play.

9.18 Roster and Team book - must be submitted to scorekeeper prior to game. If they are not present, then the game will

be played. If coach wishes to protest the game, they may, but play it under protest, with league authorities ruling

on this issue. (Regular Season Play Only)

A. Playoff Games: Book must be presented to game officials before the expiration of game. IF it is not

provided by the expiration of the game, then the game is declared a forfeit.

9.19 Referee must insure scorekeeper uses official NJYRHA score-sheet.

9.20 Start of game-

A. To start a USARS game, each team must have six (6) team members present. These team members do

not have to include a goalie; a player may stand in the goal, but will NOT have any goalie privileges.

B. Games MUST NOT be started prior to their scheduled start time

C. Goalie Injury-team plays with 6 attackers until a goalie is dressed. (no goalie privileges)

RULE 10.00 FORFEITS

10.01 If the minimum number of players is not present to start game within 15 minutes of scheduled game time, then the

game will be declared a forfeit.

10.02 A forfeited game must be reported to the league president within 24 hours of schedule game time. If they are not

notified then it will not count as a game played for either team. If a forfeit is granted, then the winning team will

receive 2 points, and a game played. The losing team will receive zero points and a non qualified loss, which will

mean no credit for a game played.

10.03 If the visiting team forfeits a game within 12 hours of that game time, it will be responsible for the home team

fees, including those referees and scorekeepers (if applicable).

Rule 11.00 PENALTIES

11.01 All levels will adhere to the same penalty structure:

A. Minor Penalty: 2 minutes and play shorthanded

B. Major Penalty: 5 minutes and play shorthanded + Game Misconduct

C. 10 Minute Misconduct: 10 minutes

*If a player receives 5 penalties (in any combination) during the same game, the player will automatically

receive a Game Misconduct. Future disciplinary action is subject to board review.

11.02 Major penalties will automatically carry a Game Misconduct *A game misconduct

will always result in a minimum one game suspension.

11.03 Game Misconduct = 10 minutes plus

A. Player ejection (plus)

B. Next game suspension (plus)

C. Board review for possible further action

11.04 Intent to Injure = Match Penalty

A. Player ejection (plus)

B. Next game suspension (plus)

C. Board review for possible further action

11.05 Fighting = 5 minute major + Game Misconduct

A. Player ejection (plus)

B. Five game Suspension

C. Board review for possible further action

11.06 Fighting Again = 5 minute major + Game Misconduct

A. Immediate suspension for remainder of season (plus)

B. Board review for possible further action

11.07 Third Man In = Game Misconduct

A. Player ejection (plus)

B. Board review for possible further action

11.08 One Way Fighting = same as fighting, however the opposing team also is awarded a penalty shot.

11.09 PLAYER INJURY:

A. On a whistled injury, the injured player must leave the playing surface and cannot return for thirty

seconds of game play.

11.10 SUSPENSIONS:

A. All suspensions will be served upon notice and served in succession.

B. Remainder of Season suspensions includes all USARS sanctioned games

1. Any incomplete suspensions will carry over to the next season.

C. Suspended players that are also USARS referees will also suspended from working any USARS games

during their suspension.

1. Additional sanctions may also be set forth by the Supervisor of Officials

11.11 SUSPENSIONS DURING FINAL GAMES: Any league member that is suspended during their final game of any

given season, that member’s local league township will be fined $100. The local league that the member is involved

with must pay the fine prior to any acceptance of Charter for the upcoming season. Additional Board Review and

Sanctions may follow as deemed necessary.

11.12 BENCH CLEARING ALTERCATION DURING PLAY-OFFS: If a team initiates this, then they will forfeit the first

game of the following season.

11.13 ON RINK ALTERCATIONS: Coaches and players are expected to stay on the bench during an altercation. Any

player or coach that leaves the bench to join a rink altercation shall be ejected immediately and be suspended

accordingly. This penalty automatically carries a game misconduct.

11.14 SUSPENSION APPEALS: Any appeals of suspensions must be made to the league president within 24 hours of

notification to the local league. This includes ALL suspensions.

11.15 PROTESTS: To file a protest, a head coach must:

A. File it verbally to the official at the time of the action

B. File it at the end of the game & ask scorekeeper to document on the scoresheet

C. Protest the game in writing to the league President(s) via the Town Representative.

D. Submit a $50 deposit for protest to be heard PROTEST RESULT:

A. If protest is won the deposit will be returned.

B. If protest is lost, the deposit will be a donation to the league.

11.16 DISCIPLINARY ACTION: All discipline issues shall be held by a committee assigned by the USARS Board.

Rule 12.00 HOME TEAM RESPONSIBILITIES

12.01 The designated home team shall provide:

A. Score sheet and official scorer

B. Game Pucks/Balls (three new ones to start the game handed to the game official)

C. Referee Fees (payment in full immediately after the game)

D. Rink Preparation (free of all debris, dirt, leaves etc) also known as Rink Maintenance

Rule 13.00 POST SEASON GAMES

Play-off format seeding, sites and times will be decided by the play-off committee. This committee will be decided by the

league president13.01 All post season games will be played under the same rules as the regular season except:

A. Play-off qualifications: a team must play 75% of its regularly scheduled games to qualify for the

playoffs. Forfeits will only count as games played for the team that receives the forfeit in that

situation. The forfeiting team (which receives a non-qualified loss) will not get a game played.

B. Games will require two officials.

C. Playoffs and Championship games-(Over Time)

1 One (1) 5 minute stop time, 5 on 5 plus goalie period.

2 If there is no winner, then a second 5 minute overtime period, stop time, 4 on 4 plus goalie

3 If still no winner, there will be a shoot-out:

4 Each team selects (3) shooters and note them on the official scoresheet. Each team will alternate

shooting privileges. Team with most goals will be declared the winner. The higher seeded,

home team will have the choice to shoot first or second. Teams alternate shooting.

5 If still no winner, a sudden death shootout will occur. One shooter will shoot from each team will

shoot until a winner is determined. No player may shoot twice unless the entire present

game roster has shot once. (Not including goalies). This will continue until a winner is

determined.

D. All-Star Games:

1 Selections will be handled by the responsible committee

2 Sites and Times will also be handled by the responsible committee.

E. Travel and Tournament teams will be selected by the appropriate committee. (if necessary)

Rule 14.00 FEES AND PAYMENTS: Tournaments

14.01 Local league Membership

14.02 Team Fees $600 per team

14.03 Referee Fees: Midget Referees: $20/game each referee (2 referees)

Junior Referees: $25/game each referee (2 referees)

Senior Referees: $25/game each referee (2 referees)

Games will not be played with only one official present (except as noted in Rule 7.07).

A. Games that are cancelled after the 2

nd

period are considered completed games and require full referee

payment.

B. Games that are suspended during the 1

st

or 2

nd

period require half referee payment.

C. Games which are suspended or cancelled upon arrival require a special case travel fee of $10.00 per

referee.

D. Games that are forfeited on site, require a full referee payment

E. Games that are officiated by only one referee (as per exception in Rule 7.07) shall require payment of

both fees to the one referee.

F. Games that are forfeited outside the 12 hour period for a forfeit will be required payment as deemed

necessary by the USARS.

Rule 15.00 MAKE UP GAMES

15.01 If a game cannot be played due to inclement weather, lack of referees or rink conditions it is the responsibility of the

designated home team to re-schedule a game within 7 days of the originally scheduled game.

A. The game must be played within those 7 days.

B. If no date is set within 7 days, then the USARS scheduler will schedule the game as they see fit.

C. The rink does not have to be either team’s rinks and does not have to be at the same rink the

originally scheduled game was being played.

D. Originally scheduled home team is responsible for all referee fees.

E. Re-scheduled games must be reported to the Supervisor of Officials, who will then assign referees.

Rule 16.00 SEASON LENGTH

16.01 The 2012season will be scheduled for 10 games per team. Each team will be expected to play the first six

(6) games of their season by January 15. This will be called the first half of the season. The second part of the

schedule will consist of eight (8) games which must be played by June 16th. Make up games from second half

games will be able to be re-scheduled up until July19th, and this will be called the second half of the season. Playoffs

will begin July 14th.
